Prior to moving to Citrus County in 1988 Mr. Bartell lived in St. Petersburg, Florida where he worked as a small businessman. Mr. Bartell began his participation in local government in 1985 when he was elected City Councilman for Gulfport and reelected in 1987. Mr. Bartell was an advocate for 15 years for Pinellas County to develop alternative water resources. After the Bartell family moved to Citrus County in 1988, Mr. Bartell was successful in his election to the Board of County Commissioners for District 2 in 1990, reelected in 1994 and again in 1998.

Mr. Bartell has been on the Board of Directors for Florida Association of Counties since 1993. In 1994 he was appointed by the FAC President as Co-Chair of the FAC Select Committee on Water Policy and was appointed again in 1995, 1996, and 1997. Other associations include membership in the Tourist Development Council, the Withlacoochee Regional Planning Council, and the Withlacoochee Regional Water Supply Authority.

Mr. Bartell and his wife, Joanne, have two daughters and one son. Commissioner Bartell spends some of his leisure time enjoying Citrus County's rich natural resources, all sports, and antique cars.
