Vicki Phillips
County Commission District 3
A North Carolina native, Ms. Phillips moved to Florida in 1972 and became a Citrus County
resident in 1983. She graduated with honors from Central Florida Community College with an
Associate of Arts degree in Liberal Arts. Prior to being elected to office, Ms. Phillips'
business experience includes a position as a secretary/bookkeeper for an industrial firm, a
clerk with Florida Power Corporation and a marketing secretary for Ben Hill Griffin, Inc.
In 1992 Ms. Phillips was elected to the Citrus County Board of County Commission for District
3 and was reelected in 1996, 2000, and 2004. Ms. Phillips is one of the few commissioners across
the state that has completed the required courses to earn the designations of Certified County
Commissioner and Advanced County Commissioner. These programs are offered through the Florida
Association of Counties' Voluntary County Commission Certification Program.
Over the years Ms. Phillips has served on the Citrus
County Transportation Disadvantaged Coordinating Board, the Citrus County Contractor's Advisory
Board, the County Juvenile Justice Council, the Citrus-Marion Mental Health, the Citrus County
Industrial Authority, the Citrus County School Readiness Coalition, Chairman of the Public Safety
Coordinating Council, Vice-Chairman of the Withlacoochee Regional Planning Council, Chairman of the
Withlacoochee Regional Water Supply Authority and a member of the Florida Healthy Kids Corporation
Board of Directors. Commissioner Phillips currently serves as member of FDOT – Suncoast Parkway
Advisory Group, the Value Adjustment Board, Veterans Issues Liaison, and is Chairman of the Withlacoochee
Regional Planning Council.
Ms. Phillips was honored as Most Admired Leader by Altrusa International, Inc. as one of the 10
Most Admired Women in Citrus County, 2002.
Commissioner Phillips received the Florida Association of Counties 2003 Presidential Advocacy
Award and was recognized for her contributions to local governments during the 2003 Legislative
Session.
She is a Leadership Citrus Graduate, a Citrus County Master Gardener through the University of
Florida, a former Citrus County School Volunteer, and a Phi Theta Kappa Alumnus.
Commissioner Phillips and her husband, Jim, enjoy spending their leisure time with family, traveling,
camping and surf fishing.
