Water Master Plan
The Water Master Plan was developed for the orderly expansion of Citrus County Utilities
Division's Central Water System, with specific emphasis on
integration and maximum utilization of the existing facilities.
The primary emphasis of this study concerned unincorporated
areas within the County's service area that are not currently
being served, and communities served by interconnections to
the Central Water System. This plan addresses the capabilities
of existing facilities and analyzes their ability to meet
needs through the year 2020. The impact of population growth
was evaluated with emphasis on identifying the extent and
timing of future infrastructure needs. The plan was completed
in September 1999.
In
order to accomplish the tasks associated with this project,
it was necessary to document the existing service area,
water demands, sources of supply, treatment, and distribution
facilities. Historical documents and records were reviewed
to better understand the background underlying the County's
water supply system, as well as prior planning projects
at the county and regional water supply authority level.
As-built information, regarding significant elements of
the County's water supply system components were reviewed
for a more detailed analysis.
After
collecting and reviewing available background data, a computer
model of the County's existing water system was developed.
This was done to obtain a clear understanding of the existing
water system's functional capabilities, including it's obvious
strengths and weaknesses. The model was calibrated using
existing flow/demand data to closely simulate observed conditions
within the system. Once the model was developed, various
alternatives for future expansion of the County's system
were evaluated.
Once
the population projections were made this data was used
to forecast future potable water demands. The size, scope
and merits of future water system projects were then evaluated
based on projected demands, the existing system's capacity
and capability and the overall objectives of the Board of
County Commissioners regarding service to the citizens of
Citrus County.
From
this master plan, a priority list of capital projects have
been identified. The major projects are listed on this website.
